Can the laity pray liturgically?

Fr Z has a rambling piece today which seems to argue that anyone who is not a cleric (ie a priest or deacon) - even if they are a religious - is not praying the Office (or indeed not capable of doing anything else) liturgically.

Frankly this is unhelpful, clericalist nonsense which though oft repeated, has been rebutted in any number of reputable canon law and liturgical commentaries. Odd stuff for someone who writes primarily on liturgical topics.
